Please find enclosed some additional comments to the EU submission of 19 March to WIPO's Internet Domain Name Process. We apologise for the delay in sending you these comments and hope you will be able to incorporate them into the WIPO's Final Report.
Additional Submission:
"As stated in the EU submission of 19 March in the third Request for Comments on the WIPO Internet Domain Name Process, the European Community and its Member States support the recommendation in paragraph 151.
This recommendation proposes to extend the mandatory submission to the administrative dispute-resolution procedure in the domain name registration agreement to any dispute concerning the domain name arising out of the alleged violation of an intellectual property right.
However in our view the concept of intellectual property rights might not be restricted to those rights mentioned in Article 2 (viii) of the Convention Establishing the World Intellectual Property Organisation, as stated in footnote 80, but should also include those rights covered by Article 1 of the Paris Convention.
