Dear Sirs,
I would like to contribute with 2 points:
Brazil has a regulation saying that the owner
of a domain name shall use it regularly; this is a
pre-determined condition, established among the
rules for granting of domain names; if the person
or comparny does not use regularly the domain name,
the right to its use may be withdrawn; I believe this is
an appropriate way to tackle the commerce of domain
names; another possible approach would be to,
similarly to what happens with trademarks, condition
the validity and enforcement of private assignment of
domain names to its registration before the agency in
charge, suject to the same rules that apply to original
grant of domain names;
The discussions about domain names vs. trademarks
have been too much concentrated on the comparison
between those two concepts; I suggest that another
ingredient be added to it, which is the legacy of the
discussions commercial names( corporate names )
vs. trademarks, which has already gone through a
considerable period of test, and can apportion very
interesting insights and analogies; this way, one can
base the discussion not only on something entirely new,
but also on something that relies on recognized
experience.
I would be glad to further develop the short summary
above, if wished.

| comments has been extended until March 19, 1999.

| De nombreux commentaires sur le Rapport Intérimaire (WIPO RFC-3) ont
| été soumis durant les derniers jours. Afin de permettre à
| toutes les parties intéressées d'avoir la possibilité de
| communiquer leurs opinions sur ledit Rapport, la date limite de
| soumission des commentaires a été étendue au 19 mars 1999.

| opinión, la fecha límite para el sometimiento de comentarios ha
| sido prolongada hasta el 19 de marzo de 1999.
