Dear Mr Gurry,

We are thankful to you for the possibility to participate in discussions of the international
process convened by WIPO regarding certain intellectual property issues associated with
Internet domain names.
We also welcome WIPO cooperation with the New Organization in providing information about
the aforementioned process and coodination of this process convened by WIPO with the New
Organization's plans.

Due to the fact that the number of Internet users in the Republic of Belarus is relatively
small and the rates of electronic trade development touch upon questions which penetrate the
wide spectrum of technical, legal and economic aspects, at present the Republic of Belarus
doesn't have enough experience to submit professional comments and to solve problems
presented in WIPO RFC-2 of September 25, 1998.

Nevertheless, the State Patent Committee of Belarus considers that nowadays,
in consequence of increasement of electronic trade means importance, great efforts
will be necessary to provide the "purity" of marks. Therefore, to our mind, before
the procedure of receiving an address in Internet it would be expedient to register
its element as a trademark on the national level. A period of delayed coming into force of
addresses and their publication for the purpose of appeal will assist in resolving
disputes without court litigation. The duration of this period can be defined by
registrants themselves or by registrars and registries. In this connection, maybe
it would be expedient for the Committee of Experts on the International Classification
of Goods and Services to study a question concerning the inclusion of new services
connected with the use of Internet to the List of Goods and Services of this International Classification.

Since various countries greatly differ from one another in technical and economic
possibilities of access to Internet as well as in the infrastructure of development
we are very thankful to WIPO for working out policy and undertaking efforts in the
international coordination of electronic trade for the purposes of the most effective
usage of its potential possibilities for all countries.
