Strategic Realignment: Stream Two - Re-engineering Business Processes

The second “stream” of WIPO’s Strategic Realignment Program aims to achieve responsive, service oriented and cost effective administrative and management processes.  It prepares the Organization for the implementation of an integrated Enterprise Resource Planning (ERP) system. Projects and activities undertaken under this stream will:

(i) review and update key human resources (HR) and administrative policies and the regulatory framework;
(ii) review WIPO’s core administrative business processes and identify opportunities for simplification and improvement;
(iii) support the re-engineered business processes through best-practice based Information Technology (IT) solutions; and
(iv) ensure that the processes and systems established are fully compliant with the regulatory framework of the Organization.

Initiatives undertaken to dates include the following:

Human Resource Policies

The development of enabling HR policies, which are coherent and provide the basis for consistent application, will be key.

  • A contract reform working group was established in March 2009 to develop a comprehensive proposal for a new contractual framework which would bring WIPO into line with developments on contract reform within the United Nations (UN) Common System. The group's mandate was expanded to undertake a complete review of the Staff Regulations and Staff Rules.  The draft Proposed Revision of the Staff Regulations and Staff Rules, including the revised contractual framework, was presented to Member States in the Coordination Committee at the start of a consultation process (September 2009).

  • A major Voluntary Separation Program was launched in August 2009. By the end October closing date 102 applications were received.
  • Reviews of key HR policies and processes have been initiated, including on promotion and classification, and HR planning processes. Improved procedures on recruitment were introduced (December 2009). Regular reporting to Member States on HR statistics on geographical diversity and gender balance was introduced (October 2008).

Regulatory framework and internal control system

  • A project to implement IT Modules to Establish Compliance with the New Financial Regulations and Rules and IPSAS, which concerns the re-engineering of procurement and asset management processes, was approved by Member States in December 2008 with funding from reserves.   • A review was initiated (December 2009) aimed at strengthening the internal control system in line with standard best practice frameworks. Gaps will be identified and addressed progressively based on the risks they present.  An initial staff survey was conducted to evaluate staff perceptions of the corporate culture and work environment (December 2009).
