Independent Validation Reports
The independent evaluation function has evolved from a programmatic to a more focus-oriented one, ensuring the independence and quality of evaluations and placing program management responsibility (previously under the Evaluation Section) with the Program Management and Performance Section (PMPS). From 1998 to 2007, the evaluation function was in charge of preparing annual and biennial Program Performance Reports. These reports can be found in the list below:

In 2009, following a request by Member States and according to WIPO Evaluation Policy, the Evaluation Section focused on the independent validation of Program Performance Reports. Validation provides a thorough, independent assessment by a third party (validation team) of the authenticity and reliability of information on program delivery progress. The first exercise of its kind, the 2009 evaluation provided program officials the opportunity to learn from this approach. Future independent validation exercises will focus on enhancing accountability with regard to agreed results.
